David Jarolim can leave Hamburg on a free transfer in January, with 1860 Munich interested in the midfielder.
The 32-year-old has made more than 200 Bundesliga appearances for the club since arriving at the Imtech Arena in 2003, but has found first team opportunities hard to come by this season.
New HSV director Frank Arnesen is prepared to let Jarolim leave the club, saying there will be “no obstacles in his way” and that a “free transfer” would be acceptable.
The Czech midfielder’s wage packet is now the only stumbling block for 1860 Munich.
“The question is whether we can afford it and whether Jarolim is ready to play for a quarter of his usual salary,” 1860 Munich sporting director Florian Hinterberger told Munchner Merkur.
“He would be a perfect match, given the type of player he is. Jarolim is a long-distance runner, who dictates the tone and direction of play.”
The club sit is eighth in the Bundesliga second division, 11 points away from the promotion places.
