PSV Eindhoven have revealed they have given Tim Matavz permission to speak to Rubin having accepted an offer from Russia.
The winter transfer window is still open in Russia and the deal should be completed well ahead of the transfer deadline.
Tim Matavz had a contract until June 2016 at Philips Stadium, but he has been heavily linked with a move away from the club of late.
The Slovenian attacker has scored a total of 24 goals in 66 Eredivisie outings since joining from Groningen, but has struggled for playing time of late.
PSV appear to be out of the title race as they are 13 points adrift of leaders Ajax, but they are priced at 1/3 to defeat Heracles next time out.
